Shaykh-ul Islām Ibn Taymiyyah رحمه الله said:

“The (First) Ten Days of Dhul Ḥijjah are more virtuous than the (First) Ten days of Ramaḍān.

And the Last Ten Nights of Ramaḍān are more virtuous than the (Last) Ten Nights of Dhul Ḥijjah.”
